Water Law vs Economic Efficiency: Lessons from the South Platte 

Enforcement of priorities on the South Platte has resulted in huge 
economic losses and calls into question the general issue of 
water law-economic efficiency conflict, that river calls are 
likely to result in efficient uses of water. Also, Weld County is 
under water when some are advocating a pipeline from the 
Missouri river. We can do better than that
